SPAMAST Participates in the Opening Program for the SUC Fair 2022 at the SM Mall of Asia SPAMAST showcases its culture through its products, research, and innovations at the SM Mall of Asia Music Hall in Pasay City  June 28, 2022. This endeavor is in response to the Commission on Higher Education’s (CHED’s) invitation to this year’s State Universities and Colleges (SUC) Fair. Among SPAMAST’s entries are the following: (1) Tilanggit, also known as “tilapiang dinanggit”, a dried marinated tilapia, (2) Kalamansi Nip, a mixture of sugar, kalamansi, and ginger extract, and (3) various indigenous people (IP) fashion accessories crafted by the Tagakaulo women from Malita, Davao Occidental. During the event, SPAMAST is represented by Dr. Ruth S. Lucero and Prof. Junarie Joy M. Tuba.
In commemoration of its founding anniversary, CHED partners with the Philippine Association of State Universities and Colleges - National Capital Region (PASUC-NCR), and various SUCs nationwide to conduct SUC Fair 2022 with the theme #WeAreSUC: “Promoting Innovation, Entrepreneurship, and Culture & Arts for National Development and Global Competitiveness”. The said activity emphasizes the importance of SUCs as the prime movers of research and development, sources of innovation, and partners in national development – while promoting their products and skills throughout the country.
The SUC Fair is a three-day event that will last through July 1, 2022.

SPAMAST Partners with UNP through MOU Signing and Benchmarks for Quality Assurance, Academic Programs Best Practices, and Internationalization SPAMAST officials traveled to the Ilocos Region from June 18 to 22, 2022, for benchmarking activities on quality assurance mechanisms, best practices of academic programs, and internationalization with other tertiary education institutions. The said activity aimed to observe institutional engagements on developing good and best practices and maintaining excellence for the overall quality of the higher education system by integrating issues concerning the internal structure of curriculum and instruction. Visited institutions include the University of Northern Philippines (UNP) in Vigan City, Ilocos Sur, and the Mariano Marcos State University (MMSU) which is located in Batac, Ilocos Norte.
On June 21, the signing of the Memorandum of Understanding (MOU) between SPAMAST and UNP was conducted. Signing members include SPAMAST President Dr. Ruth S. Lucero and UNP President Dr. Edwin F. Cadorna. Through this undertaking, both institutions agreed on mutually promoting academic and cultural cooperation and exchange for different academic activities.


SPAMAST Holds a Groundbreaking Ceremony for the New Food Processing Building on Buhangin Campus. A groundbreaking ceremony for the construction of the GRAFTED building was held on June 5, 2022, at the Buhangin Campus. The event led by SPAMAST President Dr. Ruth S. Lucero was conducted as a commemoration, marking the official start of the construction of the new food processing building in the presence of the school officials, contractors, faculty, and other stakeholders.
Funded through the General Appropriation Act of 2022, the said infrastructure construction is part of the Green Agri-Fishery Technology Enterprise Development (GRAFTED) program. The GRAFTED program supports the government’s recovery program on the impact of the COVID 19 pandemic, specifically, on food safety, security, and community resilience. It is geared towards the development of innovative technologies for processing and packaging to prolong the shelf-life and improve the nutritional content of agriculture and fishery products.
According to the details presented by Engr. Cherelyn Condinato, the GRAFTED Building is planned to be two-story and will have a 700 sqm total area with a project duration of 180 calendar days or 6 months.


MOA signing for multiple community extension projects between SPAMAST and Brgy. Buhangin was conducted today, June 7, 2022, at 10 in the morning. This event was spearheaded by SPAMAST IATES Dean Dr. Elenito P. Bugawisan and Hon. Brgy. Captain Edgardo T. Palacio and joined by SPAMAST President Dr. Ruth S. Lucero, Women Entrepreneurs of Barangay Buhangin (WEBB) President Mrs. Geneva S. Diacor, and the attending faculty members of IATES.
Focused on uplifting the quality of life of the women and men of Brgy. Buhangin, several extension programs targeted for completion from 2022 to 2023 were signed:

✅ Livelihood Innovation and Fair Entrepreneurship (LIFE) Extension Project
✅ Barangay Integrated Development Approach-Center for Organic Production Technology (BIDA-OPT)
✅ Gulayan sa Bakuran Project
✅ S&T-based Organically Grown Cucumber: Production, Marketing, and Information
✅ Community-based Production of Dragon Fruit Seedlings (Hylocereus undatus) in Buhangin, Malita, Davao Occidental
✅ Household Finance Management (HFM): An Assessment of Financial Knowledge and
Behavior of Women and Basis for an Intervention in Barangay Buhangin, Malita, Davao, Occidental


SPAMAST undertook a three-day Online Accreditation Survey Visit conducted by the Accrediting Agency of Chartered Colleges and Universities in the Philippines Inc. (AACCUP) from April 25 to 27, 2022. AACCUP is the accrediting body of curricular programs in the Philippines, particularly for state universities and colleges. SPAMAST aimed to pursue excellence and ensure quality assurance for the programs under survey through the orderly, systematic, comprehensive, and academically professional virtual assessment and evaluation by the respective AACCUP accreditors. Led by Dr. Arnel B. Millesca, the overall coordinator for the accreditors team, two graduate programs and three undergraduate programs were evaluated for Level III Phase 2: MS in Marine Biodiversity, MA in Education Major in Educational Management, BS in Agricultural Technology, BS in Agribusiness, and BS in Information Technology. During the exit conference held on April 27, 2022, Dr. Millesca gave his impression of SPAMAST’s evaluation process. He expressed commendation on the dedication of the institution in providing the necessary documents and other modes of verification (MOVs). SPAMAST President Dr. Ruth S. Lucero gave her statement of commitment and pledged that she will faithfully take the appropriate management actions based on the findings and recommendations of the accreditation board. She also recognized the efforts of the accreditors team and thanked them for being patient, understanding, reasonable, rational, and enduring during their collaboration with the different area leaders from SPAMAST for the accreditation. The online accreditation culminated with closing remarks from Dr. Lynette A. Bontia, the SPAMAST Chief Administrative Officer, where she expressed acceptance of whatever results of the final verdict on the accreditation board’s evaluation of the five programs under survey. She also recognized the efforts of the AACCUP Focal Person from SPAMAST, Prof. Lailanie H. Cabigas, and the Vice President for Academic Affairs, Dr. Grace D. Buencillo, who painstakingly steered the preparation and completion of this three-day activity.
