Duties and Responsibilities of Office

  • Plan, supervise, coordinate and evaluate the functions of the various units in terms of financial concerns;
  • Supervise all the activities of the accounting, budget, student's account and cashier office;
  • Recommend improvement and modification of existing policies and procedures on financial and budgeting matters;
  • Facilitate the preparation and submission of financial reports as required by COA, DBM, Senate, Congress and other government agencies;
  • Supervise the collection of income and proceeds from income and proceeds from income generating projects;
  • Facilitate the compliance of COA Audit Findings and Observation in the Annual Audit Report (AAR);
    Review disbursement of funds, subject to COA rules and regulations;
  • Initiate internal check and preliminary audit; and
  • Supervise the maintenance of records necessary for effective control of the current operating budget.

Duties and Responsibilities of Office

  • Supervise and coordinate activities of the agency budget and fiscal staff; confers with division chiefs of the agency to determine their work activities;
  • Supervise and participate in the preparation of annual, supplemental, special or deficiency budgets for the agency;
  • Prepare supporting justification and explanation for such budget proposals;
  • Supervise the control for the signature of agency head;
  • Prepare forms, orders and circulars embodying instructions or budget and appropriation control for the signature of the agency head;
  • Study and analyze reports on the status of appropriations and trend of expenditures;
    Prepare the necessary budget reports and related statement for the management of Budget Commission Officials;
  • Attend budget hearing of the agency and reviewing officials;
  • May perform a variety of related financial, accounting, personnel and administrative functions such as approving requisitions for the furniture, equipment supplies and other materials, payrolls and other vouchers, supervision of records, personnel and general service.

  • Plan and prepare conduct of Faculty and Staff Development Programs;
  • Database faculty and staff information;
  • Monitor the status of faculty and staff on official study leave;
  • Facilitate the Personnel Selection Process;
  • Implement the SPAMAST Personnel Information System;
  • Implement the Strategic Personnel Management System;
  • Prepare and submit personnel request to government agencies;
  • Submit periodic reports such as ROPA, Plantilla of Personnel and other reports to concerned government agencies;
  • Prepare and facilitate appointments, retirement applications and maternity leave applications;
  • Coordinate with the Civil Service Fielad/Regional Office on personnel matters;
  • Conduct orientation for new recruits/employees and attend faculty/staff meetings;

Duties and Responsibilities of Office

  • Assists the College President in preparing, drafting, notarizing agreements, contracts, legal proceedings and documentary requirements of the school;
  • Advises the College President and Administrators regarding pertinent laws and government regulations affecting the management and operations of the College;
  • Assists the HRMO in reviewing employment policies, rules and regulations, code of conduct, and ensures that these are consistent with laws and government regulations;
  • Assists the HRMO and other administrators in preparing contracts, investigations, summary proceedings, and disciplinary recommendations;
  • Reviews contracts and agreements;
  • Stores and classifies legal materials concerning the school that may be required during hearings and consultations and shall furnish the Offices of the
  • President and the records for future references;
  • Invites attention of the President and/or administrators concerned to policies, plans of action, agreements, that may cause harm to the College;
  • Is available for consultation on legal matters;
  • Coordinates with the Retainer-Lawyer in review and participation in negotiations leading to the conclusion of all conflicts;
  • Represents the College in any conferences, consultations, legal hearings and meetings; and
  • Performs such other functions as may be directed by the College President.

  • Ensures that the processes needed for the quality management system are established, implemented and maintaine;
  • Monitor all undertakings relevant to efficiency and the effective functioning of the institution’s systems in delivering the intended outputs;
  • Report to top management the overall performance of the quality management system and provide recommendations for continuous improvement;
  • Maintain an operational communication of regulatory bodies’ and stakeholders’ requirements throughout the institution;
  • Take the lead role in accreditation planning and implementation of the different academic and non-academic units;
  • Organizes management review meetings;
  • Gather, maintain and safeguard relevant data for analysis and decision support;
  • Manage records and documents according to an approved retention guide;
  • Coordinate with regulatory and assessment bodies like CHED RO XI relative to program and institutional compliance; and
  • Attend meetings and conferences called by CHED on matters concerning quality assurance.

  • Assumes full responsibility for the custody and safekeeping of voluminous official records and documents of the college;
  • Records all incoming and outgoing communications received by the college;
  • Checks and classifies official communications for release and filing;
  • Plan and identify the information needs of the college;
  • Recommend improvements, policies and practices regarding records management including retention policy on the disposal of records and balancing the requirements of records confidentiality, data privacy and public access;
  • Recommend and develop a record storage plan which includes the short and long-term housing of physical records and digital information of the college.
